In modern conditions of development of the national economy, which have a high degree of risk and uncertainty, an important issue was and remains the social stability and quality of life of the population. The food market is the most important factor in achieving the latter. In turn, the dynamics and trends of its functioning are closely correlated with the indicators of the development of individual sub-sectors of agriculture, including meat subcomplex. The foreseen studies have proved that some subjects of meat production, to a greater extent of the livestock sector, are in dire need of modernization. In this context, the work was carried out to monitor the state of the raw material base of meat processing industry (given the key players in the market; given a list of major investment projects in the livestock sector); highlighted the main problems impeding the sustainable development of domestic animal husbandry; to successfully solve the tasks associated with the implementation of the program of import substitution and modernization of the livestock sector, a list of organizational and management decisions with a high degree of validity, relevance and prospects was recommended.

In modern economic conditions, when our country is faced with serious constraints of socio-economic development, which are both exogenous (increased competition, sanctions restrictions, high volatility of world markets) and endogenous (lack of innovative development of enterprises, high wear and tear of production systems, lack of highly qualified personnel, low productivity, insufficient level of mechanization and automation of production, high cost of credit resources, inefficiency of the organizational system in terms of execution of decisions of the Supreme state Executive bodies). In these circumstances, the mechanisms and instruments of state regulatory management acquire a special role. The study of the state system of management in the aspect of food security of our country. A detailed review of the state and trends in the sphere of organization and management of meat production in the context of normative-legal, financial, economic and administrative decisions taken by the authorities (Federal, regional level) in order to ensure proportional and balanced development.
