Abstract
The relevance of the topic. On October 5, 2023, President of the Russian Federation Vladimir Putin traditionally made a big speech at a meeting of the Valdai International discussion club. During the session, the President spoke on all relevant topics, including the situation in Ukraine and a special military operation. The crisis of globalization has revealed new features of Russia's role in the political development of the regions. Goal. To analyze the speech of the President of the Russian Federation V. V.Putin in the context of the collapse of the neocolonial system, when, in the conditions of global confrontation, both the consolidation of Russian society in the conditions of a special military operation and the anti-colonial consolidation led by China and Russia took place. Methodology. Such methods of scientific research as the comparative method, the historical method, and the analysis of sources were used. Results and conclusions. Regarding the fight against external threats, Russia demonstrates almost complete consensus, stands for an open, interconnected and secure world. Scope of application. The results of the study can be used in the study of internal and external security problems of the Russian Federation.
