ПРОБЛЕМЫ МЕЖРЕГИОНАЛЬНОГО ТРАНСФЕРТА СЛАБОИНСТИТУЦИАЛИЗИРОВАННЫХ ФОРМ ИННОВАЦИОННОЙ ИНФРАСТРУКТУРЫ

Abstract

Some institutional forms of innovation infrastructure that have a low level of institutionalization. In the normative documents their formal definition is not fixed. However, the nature of their activity allows, unambiguously, to identify them as subjects of innovative infrastructure, and the distinctive features of this activity allow them to be grouped into a specific aggregate. The article discusses technology transfer centers, educational scientific industrial complexes, scientificeducational centers, and basic universities. For the considered subjects of regional infrastructure, from the point of view of their institutional nature, the following patterns are characteristic. They can be identified with a specific institutional form not on the basis of formal features, but on the essential implementation and similarity of business processes. Having the same formal status, they can vary significantly in the scale of detail and the range of tasks in the innovation system of the region. Initially institutionalized as objects of scientific discourse on the similarity of business processes. Subsequently, they can acquire formal status as part of state support programs for innovative and scientific detail. Subjects of variable composition of innovation infrastructure have a low level of institutionalization. Depending on the current market situation and the goals of stakeholders, they may be objects of institutional transfer. However, the level of their functioning and the circle of tasks to be solved will be determined, not by the set of rules by which they are built and imported, but by the general state of the innovation system, which acts as a recipient.
