The article presents the results of the research project of foreign experience in the field of indicators formation for evaluating the activity of higher educational institutions leaders. Key indicators of university leaders’ performance assessment are presented and the qualities that the university leader should possess are highlighted. The analysis of the received results is carried out, the necessity of an estimation of activity of the university leader as an element of an estimation of educational services quality is proved.

The article considers theoretical and methodological approaches to the formation of the innovative infrastructure of a modern regional university.The author’s interpretation of the concept of «innovative infrastructure of the university» is proposed, factors that influence its effective functioning and development are identified. the components of the innovative infrastructure of the university are determined, which meet modern requirements.The application of the selected proposals makes it possible to increase the efficiency of the in-novative activity of the higher education organization at the regional level.
