M et h o d o lo g y. To study the state of knowledge of the problem of assessing the effectiveness of the functioning of territories of advanced development, general scientific methods were used, such as generalization, synthesis and analysis of the accumulated scientific results in terms of the creation and functioning of these territories in the Russian Federation. A systematic approach was applied to the analysis of the collected material using methods of comparison and generalization. To build the author’s methodology for assessing the effectiveness of PSEDA on the basis of a tiered system of indicators, a combination of the resource - functional and facet method was used, the combination of which allows identifying problem areas in the functioning of the PSEDA, making the necessary management decisions, and also making the indicator system open for continuing research in this area. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. The positive results and problems in the functioning of the PSEDA have been identified. The authors proposed a methodology for assessing the effectiveness of PSEDA located on the territory of single industry municipalities (IMO), which has a comprehensive nature, taking into account the multidimensional features of the functioning of these territories, which allows timely information to be received for making managerial decisions, to monitor the activities of PSEDA. The creation of preferential territories, especially in problem regions with a single industry structure of the economy, contributes to an increase in investment attractiveness, an increase in the employment rate of the population, and social stability in the regions. The identified problems in the functioning of the territories of advanced development are associated with non - compliance with the deadlines for the creation and modernization of infrastructure, a low level of development of private investments, insufficient efficiency in attracting residents, a large share of budget expenditures. Timely identification of these problems is facilitated by the assessment and monitoring of the effectiveness of the PSEDA. The proposed author’s methodology for assessing the effectiveness of PSEDA has a complex nature, taking into account the multifaceted features of the functioning of these territories, allows you to timely obtain a vast amount of data for making management decisions, monitor the activities of PSEDA for compliance with the stated goals and financial feasibility of budget expenditures.

Purposes. Justification of interrelation between social and economic development of the region and implementation of the concept of regional «points of economic growth» based on the way the polarized development for ensuring sustained economic growth of the territory. Development of criteria and an algorithm of selection of regional points of economic growth with orientation to the social and economic potential which is available in the region. M ethodology. Methods are based on system and dialectic approach and include set of general scientific and special methods (the analysis, synthesis, induction, analogy, system approach, comparison, generalization, graphic, etc.). Results . In article evolution of the concept of regional «points of growth» which reference points are aimed at polarized economic development for providing sustained economic growth of the territory due to formation of the production centers, of territories, stimulating development adjacent to them, is investigated. Authors presented group of the criteria necessary for selection of regional «points of economic growth» which treat: ability to influence gain of VRP, focus on an entry into foreign markets, a possibility of the solution of social problems, implementation of multiplicative impact on other subjects of economy of the region for obtaining synergetic effect of interaction and attraction of investment for implementation of largescale projects in the region. For definition of priority «points of economic growth» in the region by authors developed the algorithm of actions allowing to make selection of economic subjects (the industries, fields of activity) with orientation to the social and economic potential which is available in the region. When determining priority «points of economic growth» in the region it is necessary to be guided by the most significant selection criteria which treat: ability to influence gain of VRP, focus on an entry into foreign markets, including international, a possibility of the solution of social problems, implementation of multiplicative impact on other subjects of economy of the region for obtaining synergetic effect of interaction and attraction of investment for implementation of large scale projects in the region. The algorithm of formation of regional points of economic growth offered by authors will allow to make selection of economic subjects (the industries, fields of activity) with orientation to the social and economic potential which is available in the region.

The research conducted in article is based on the scientific hypothesis which is that the current state and development of the industry in the country in many respects is defined by existence of processes of creation of the clusters in it uniting resources and the capital of various economic subjects for the purpose of improving competitiveness of the made industrial output. The analysis of current trends and main problems in development of innovative industrial clusters allowed authors to give an assessment to specializations, rates of development, arrangement geography, the main results of their activity in the country. Comparative characteristic of the applied measures of the state support of cluster structures in the industry showed that state programs of support of innovative industrial clusters promote more active attraction of the private capital in implementation of cluster projects. In a research a valid conclusion that an important condition for further successful development of clusters in the industry is ensuring the high level of their innovative activity promoting obtaining effect of «double» synergy due to concentration of resources and the intellectual capital. To authors the principles and tasks of management in innovative industrial clusters are defined. Administrative tasks are oriented on the expected results of development of innovative industrial clusters.

In article an assessment is given to the existing system of support of export-oriented small business in regions of the country within the general model of the state support of small business. Results of the analysis of export activity are given in the region on the example of the Oryol region. The factors constraining and limiting possibilities of development of export by small business entities in regions are defined. On the basis of a research and assessment of the organization of functioning of the regional centers of support of export, the new design approach in activity of data of the centers allowing to intensify export of regional products, to expand a circle of its potential participants due to attraction of bigger number of small business entities, to occupy the most perspective niches in the foreign markets is offered to use. A number of recommendations about support of export in regions of the country offered by authors will allow to increase system effectiveness of state regulation of export activity, to optimize parameters of participation of Russia in the system of world economic communications and also to solve a problem of increase in export of non-oil not power goods that corresponds priority the purposes of development of Russia in the short term.
