The competence - based approach to the development of human capital in the system of state and municipal management is to improve the quality of management by creating optimal organizational conditions for the functioning of state and local government bodies and developing the human resources potential of the state civil and municipal service. Application area. The sphere of state and municipal management. Conclusions . The challenges faced by state and municipal service institutions are changing and are accompanied by changes in the educational environment for training personnel for the state civil and municipal service. Therefore, it is extremely important that these transformations are not carried out spontaneously, but purposefully in the interests of the individual, society and the state.
