The relevance of the topic. The Russian research tradition is manifested in a symbiosis of deep philosophical analysis and scientific rigor. Based on this approach, carried out in the spirit of the works of Fedorov, Tsiolkovsky, Vernadsky, modern research has received a new dimension - multidisciplinary. Multidisciplinary approach forms a unique synthesis of schools and approaches from various fields of knowledge. The appeal to multidisciplinarity is justified and explained by the complexity and ambiguity of the tasks being solved. The modern economy cannot be characterized solely by managerial or organizational terms. Researchers discover behavioral features in it, drawing attention to the high importance of cognitive aspects. Happiness economics, knowledge economics, cognitive economics — with these terms, scientists are trying to show which processes are currently dominating and what they are aimed at. Despite the pluralism of opinions, the unanimity of scientists is manifested in the fact that the driving force of development is currently recognized as mental, cognitive activity, which, with its content and positive orientation, should determine the course of evolution. 100 years ago, Vernadsky considered the onset of the Psychozoic era as a stage in the formation of a mindset in which cognition is a determining factor. Today, new perspectives for the realization of cognitive activity are opening up to us, further emphasizing the importance of the psychozoic. Based on the work of multidisciplinary scientists, it remains for modern researchers to formalize the observed institutionality and propose effective ways to ensure its further development. Goal. To investigate the features of cognitive-digital transformation as a phenomenon characterizing the current institutional situation. Methodology. Monographic method, method of analysis and synthesis, method of empirical generalization, historical and logical approach, graphical method, sectoral, behavioral, stakeholder and dialectical approaches, matrix method, system analysis, structuring method, method of analogies, allegories and associations. Results and conclusions. The modern institutional environment is shaped by two factors: cognition and digitalization. The symbiosis of cognitive activity and information technology determines the content of the most significant processes for the development of the economy and society as a whole. The mutual influence of cognition and digitalization leads to the emergence of a phenomenon that has already become widespread and dominates the global agenda. This phenomenon is the cognitive-digital transformation. Using a multidisciplinary approach, referring to the fundamentals of psychology, philosophy, economics, law and geology, the author suggests understanding cognitive-digital transformation as an evaluative characteristic of the parameters achieved by the global ecosystem during the institutional transformations accompanying the formation of a new technological order, characterized by a focus on the realization of creative potential as a result of cognitive activity, contributing to the acquisition of knowledge competencies as an adaptive resource that allows the use of digital technologies to create products necessary to ensure the sustainable (non-harmful to future generations) development of society and the economy. The cognitive component of cognitive-digital transformation is considered by the author from the perspective of determining the prospects for the development of collective thinking and artificial intelligence, as these areas are the most controversial and worthy of attention. The scope of application. Management of economic systems of any level of complexity in the context of cognitive and digital transformation; state regulation of processes accompanying the current institutional transition; management of socio-economic processes associated with the use of digital technologies; activation of cognitive potential as an adaptive opportunity.

THE CONCEPT OF ACHIEVING STRATEGIC THE SUPERIORITY OF THE REGION THROUGH ITS IMPLEMENTATION INNOVATIVE POTENTIAL
N.V. Sirotkina, L.A. Shishkina
Published: 15 January 2025
Relevance of the topic. The liberal reforms of the 90s of the last century were aimed at breaking away from previous traditions, were based on the denial of positive principles in the practice of public administration of the Soviet era, promoted spontaneity in decision-making instead of scientific substantiation of prospects and the development of strategic plans. The renunciation of one's own identity, the loss of statehood, separatist sentiments within the country, and the ideological and financial polarization of society have for many years created conditions for the development of regulations, concepts, and, in general, a paradigm for the socio-economic development of the country. At the same time, there was no reason to claim superiority, and secondly, it seemed «impolite» towards the forces that influenced our economy. The situation changed only in 2014, when the Russian Federation faced sanctions pressure and there was a need to revive national production. At the same time, the words «innovation potential» and «strategic superiority» were no longer considered empty slogans. Theorists and practitioners have discovered aspects in them that are significant for national interests. The sanctions blackmail continues, the economic situation in the country remains difficult, but it is precisely the presence of innovative potential and its successful implementation in regions that have traditionally been characterized by a high level of innovation activity and a developed research sector that prevents them from reaching the lowest point of stagnation. The realization of the innovative potential of such regions can lead to the achievement of strategic superiority as a desirable condition characterized by maintaining high competitive positions in the innovation sector over a long period of time. The theoretical basis, historical prerequisites, ways and techniques of achieving strategic superiority through the realization of the innovative potential of the region are considered in this article. Goal. To develop theoretical and methodological provisions that reveal the features of achieving strategic superiority in the innovation sphere by realizing the innovative potential of regions like the Voronezh Region. Methodology. Monographic method, method of analysis and synthesis, method of empirical generalization, historical and logical approach, graphical method, multidisciplinary and dialectical approaches, systemic analysis, method of analogies. Results and conclusions. The achievement of strategic superiority by the region is a process and result of the activation and realization of innovative potential. By implementing an original research approach — presentology, which is a synthesis of economics, psychology, history, culture, ethics, and law, the authors managed to develop a set of provisions that reveal the factors and conditions for realizing innovative potential, substantiate the types of integration processes that contribute to this, and offer recommendations for managing the regional economy in accordance with the vector of achieving strategic superiority. in the field of innovation. The scope of application. Regional economy, government regulation, economics and innovation management, formation and development of a regional innovation system, realization of innovation potential, development and implementation of a competition policy aimed at achieving regional excellence in innovation.

PARADOXES, STEREOTYPES AND STRATEGIES OF INNOVATIVE DEVELOPMENT IN THE CONDITIONS OF COGNITIVE-DIGITAL TRANSFORMATION
N. Sirotkina, O. Borisova
Published: 15 January 2025
The relevance of the topic. The article is an original and new attempt to consider innovative development through the prism of the age structure of the elements of the national innovation system. Innovative development is studied from the perspective of the contradictions identified by the authors. At the same time, the identified paradoxes do not become a point of singularity, but serve as a basis for justifying management decisions with prospects for practical implementation. Along with the paradoxes of innovative development, the article raises the issue of the stereotypical behavior of the structural elements of the national innovation system, which is referred to as behavioral «mimicry». By criticizing «mimicry» as a stereotypical behavior observed in various age groups of participants in the national innovation system, the authors highlight the opportunities and threats of innovative development. These developments are used to justify the strategies of innovative development, which are formulated in the form of theses and explanations. The institutional environment for applying the authors' ideas is the cognitive-institutional transformation. The author's novelty lies in the identification and study of this phenomenon, as well as the introduction of the concept of «institutional order» into scientific discourse and the periodization of institutional orders characteristic of the 20th and early 19th centuries. Goal. Research on the paradoxes, stereotypes, and strategies of innovative development, taking into account the age characteristics of the holders of competencies related to the structural elements of the national innovation system, such as research and development organizations, universities, mass media, government and management bodies, drivers of innovative development, innovative infrastructure, and the entrepreneurial sector. Methodology. Methods of logical and comparative analysis, the method of analogies, methods of analysis and synthesis, empirical generalization, the monographic method, the interdisciplinary approach, and the ecosystem and structural approaches. Results and conclusions. Using logical research methods, the method of analogies, structural analysis, and dialectical and interdisciplinary approaches, and relying on theoretical concepts that form the paradigm of modern economics and management, the authors have attempted to scientifically substantiate the prospects for the effective realization of the potential of participants in the national innovation system, taking into account their status and the stereotypical behavior influenced by the dominant age group. Executive government bodies, corporate managers, and leaders of organizations in various sectors of the economy can and should use this information in the development of strategic plans, projects, programs, and recommendations. Scope of application. Economics, organization, and management of the national innovation system, ensuring innovative development, and realizing the innovative potential of the structural elements of the national innovation system in accordance with the current age characteristics of participants in innovative processes.
The relevance of the topic. In an essentially behavioral economy, the characteristics of participants are important, allowing us to understand the nature of their actions, motives, incentives, and interests. This knowledge allows us to understand, and therefore be able to predict the development of the ecosystem, taking into account the influence of internal and external factors. The participants of an innovative ecosystem, like any other, are subject to analysis from the standpoint of a behavioral approach, and such an analysis is extremely significant and relevant, because the «survival» of the national economy, faced with many destabilizing challenges, depends on the content, possibility and speed of innovative transformations. Understanding the driving forces and, most importantly, barriers to innovative development is an important task that precedes the development and implementation of an effective innovation policy aimed at achieving scientific and technological sovereignty and leadership of our country. Goal. The determination of innovative development providers, their identification as participants in the national innovation system and the study of their behavior taking into account internal barriers, which the author considers procrastination, opportunism, innovative nihilism, phobias and hedonic innovation activity. Methodology. The method of analogies, methods of analysis and synthesis, empirical generalization, monographic method, historical and logical approach, graphical method, behavioral and dialectical approaches, structural analysis, systematic approach. Results and conclusions. In conditions of socio-economic volatility, geopolitical explosiveness, resource scarcity and chronic fatigue from the race of normative documentation that does not contain answers to the question «what to do?», innovatively active actors capable of acting as providers of innovative development find themselves alone with their fears, problems, uncertainty and unwillingness to resist the hail of external irritations, feeling the need for integration interaction as a mechanism for coordinating their interests. Natural instincts, the most important of which is self-preservation, encourage them to function, even with less efficiency than their existing potential allows. In addition, the external environment itself, developing cyclically, but evolving at the same time, creates prerequisites for innovative development. The authors of the article attempt to discover a window of opportunity in the behavior of participants in the innovation system, taking into account the barriers and cycles that determine the possibilities of their functioning, to identify prospects for coordinating the interests of all participants in the innovation system, taking into account the barriers found in order to coordinate their activities in the interests of innovative development. The scope of application. Management of economic systems of any complexity interested in innovative development; management of innovative development; management of innovative ecosystems, taking into account the interests of their participants in the direction of overcoming barriers to innovative development.

THE POLICY OF RUSSIAN REGIONS MANAGEMENT THROUGH THE PRISM OF PROGRESSIVE VIEWS
N. Sirotkina, O.B. Borisova
The relevance of the topic. Humanity exists as long as scientific research is carried out, which is the subject of intellectual efforts and the realization of the creative potential of the main driving force of development - the scientific community. Scientists are the pride of the nation, and the result of their work is the wealth of the country. The state is rich in its scientific schools. The production of new knowledge and its dissemination as a result of pedagogical and teaching activities, training of highly qualified personnel contribute to the growth and development of the national economy. The susceptibility to knowledge and the rooting of scientific concepts in various strata of society are influenced by many factors: timeliness, relevance, usefulness, user value, reproducibility. Scientists who are distinguished by their research talent, have practical skills in solving problems in the «field» conditions and the ability to think strategically are able to form knowledge capital with high consumer attractiveness. There are such scientists in every historical period. The intellectual product produced by them, presented in the form of theoretical developments or practical recommendations, is consumed by the ecosystem, contributing to its evolution. The task of the user (consumer) of scientific developments is to be immersed in scientific reflection. Being aware of progressive views on issues on the current agenda, the knowledge-oriented consumer gets the opportunity for intellectual enrichment and co-creation. Of particular interest is the intellectual product in the form of publications in periodical peer-reviewed scientific journals, which is a reflection of the most acute current research problems. This article is devoted to the analysis of operational developments presented in scientific journals conducted over the past fifteen years on the problem of management of Russian regions. The authorship of the reviewed publications, their subject matter and content allow us to consider them a collection of intellectual developments that reveal progressive views on the problem of developing and implementing management policies for Russian regions. Goal. The study of the process of formation of the paradigm of regional economy management at the turn of the millennium as a result of intellectual rethinking and clarification of certain areas of development and implementation of the management policy of Russian regions in accordance with the conceptual provisions developed by Professor B. G. Preobrazhensky and other representatives of the Voronezh School of Economics. Methodology. Monographic method, method of analogies, methods of analysis and synthesis, empirical generalization, historical and logical approach, graphical method, behavioral and dialectical approaches, structural analysis, systematic approach. Results and conclusions. The institutional transformations and transitions taking place at the turn of the century, which we are witnessing and even providing, contributed to a change in the management paradigm, clarifying previously justified approaches and developing fundamentally new provisions that form the current concepts of management of Russian regions. Among the most significant theoretical constructions of research interest are the provisions of the administrative-command approach to management, liberalization, protectionism, the concept of sustainable development and its variety - the concept of a circular economy, the concept of responsible behavior and the concept of national consolidation. The study and critical analysis of these concepts indicate their increasing importance in an environment where old and new challenges coexist with each other. Despite its high attractiveness to researchers, each of these concepts needs to be updated and scaled to the mesoeconomical level. Having identified the intellectual core of the relevant provisions contained in each concept, we made proposals that reveal the prospects for further developments and (or) their practical implementation. Thus, on the basis of ideas about sustainable development, formed taking into account the progressive views on this problem of B. G. Preobrazhensky, the current provisions of ensuring sustainable regional development in terms of its environmental and innovative components were clarified. Summarizing the scientific heritage on the problems of developing and implementing regional policy in general, the prospects for improving inter-budgetary relations were identified, and recommendations were made in the field of tax regulation. Based on the analysis of the concept of national consolidation, the prospects for innovative improvement of the regional economy are substantiated. The scope of application. Regional development management; state and municipal management; management of sustainable development of the region with primary attention to environmental and innovative aspects of sustainability.

PROSPECTS FOR THE DIGITAL TRANSFORMATION OF THE ECONOMY AND SOCIETY. ARTIFICIAL INTELLIGENCE, BLOCKCHAIN, AUGMENTED REALITY
N.V. Sirotkina, V.N. Stukova
The relevance of the topic. The article is devoted to digital transformation, considered in three projections: result (goal, but not end in itself), process, conditions. The primary attention of the authors is focused on digital transformation in terms of the process. Continuity, complexity, and multivariance are highlighted as the principles of the digital transformation process, according to which a set of end-to-end key technologies are being implemented, representing instrumental support for institutional shifts that contribute to the transition to a more advanced technological order. The authors drew special attention to blockchain, artificial intelligence and augmented reality. The features of these technologies have repeatedly appeared in the epicenter of attention of modern researchers. Taking into account the high theoretical and practical interest in these digital transformation tools, the authors tried to determine the limits and prospects for their development in the economy and society, at the institutional moment in which we have to realize our potential, in accordance with the principle of historical justice. Goal. The study of the features of the practical implementation of blockchain technologies, artificial intelligence and augmented reality in the context of an institutional transition accompanied by the digital transformation of the economy and society. Methodology. Methods of logical and comparative analysis of ecosystem management practices at various levels, the method of analogies, methods of analysis and synthesis, empirical generalization, monographic method. Results and conclusions. Given the external threats and internal disturbances faced by the national ecosystem, the process of digital transformation, characterized by dynamism, can cause a contradictory attitude, as it can have both positive and destructive effects on the economy and society. The indisputable advantages of digital transformation in the practical plane, in areas beyond the reach of analysis and effective human impact, should be compared with the threats that cause the use of digital technologies in the spiritual, social and economic spheres. The following technologies are the most controversial: artificial intelligence, blockchain and augmented reality. It is their influence that has a pronounced polar character. In this regard, we have identified the limits and prospects of using these technologies, actualizing their creative positive aspects. The scope of application. Management of economic systems of any level of complexity, the structural elements of which come into interaction aimed at ensuring their development.

INDICATIVE CONTROL OF A BALANCED DEVELOPMENT OF CORPORATIONS, REGIONS, AND INDUSTRIES
N.V. Sirotkina
The relevance of the topic. The manifestations of the VUCA BANI SHIVA of the world (there is no comma, since each abbreviation is part of a common integral characteristic of reality) necessitate the transformation of approaches to effective management. At the same time, a revolutionary paradigm shift is not required. It is enough to turn to history, select the most successful practices and update them. The most effective and successful reform in the history of our country was the NEP (new economic policy). The analysis of the content, mechanism, methods and tools of the NEP indicates that its important component was the work on the organization of long-term planning, the main provisions of which correspond to modern ideas about indicative planning. Based on the foundation of indicative planning, the author of this article has been engaged in providing scientific increment in the field of indicative management for the last 20 years, the potential of which has so far been underestimated and not fully used. The purpose of this article is to provide data on the state of knowledge of the problem of indicative management and to point out the possibilities of its implementation in order to ensure the balanced development of ecosystems at various levels, such as corporations, industries, regions. Goal. Substantiation of the prospects for coordinating management techniques aimed at ensuring the balanced development of industrial corporations, industries and regions, on the scale of a common management approach based on the use of management indicators for research, monitoring, analytical and planning and forecasting purposes. Methodology. Index method, method of analysis and synthesis, method of empirical generalization, monographic method, historical and logical approach, graphical method, sectoral, behavioral, stakeholder and dialectical approaches, matrix approach, system analysis. Results and conclusions. In conditions of socio-economic volatility, geopolitical explosiveness, chronic fatigue from resource scarcity, humanity, driven by the desire for development, continues to function, carrying out appropriate activities. At the same time, the word of the year, according to the creators of the Oxford Dictionary, was the expression «brain rot», meaning the result of excessive consumption of low-quality online content that negatively affects human cognitive abilities. Taking into account these circumstances and also the personal commitment of the author to the idea of indicative management, an attempt was made to justify a timely, relevant approach to managing ecosystems of corporate, sectoral and regional types. The approach consists in developing a matrix for making and implementing effective management decisions, formalized by specific methods and tools, justified taking into account the values of management indicators reflecting the current situation. The originality and novelty of the author's approach lies in the proposal to use a three-dimensional matrix: subjects of managerial interaction (providers, stakeholders, recipients), the object of management (structural divisions of corporations, industries, municipalities), management functions. The dimension of the matrix is its advantage, since, when using big data, artificial intelligence and other digital technologies, managers who share the ideology of indicative management have at their disposal a detailed program of operational, strategic and tactical measures, depending on the situation. The author's proposals are applicable in the context of digital transformation, as their content corresponds to the approach to the implementation of one of the end-to-end key technologies - the blockchain. The scope of application. Management of economic systems of any level of complexity interested in balanced development; digital transformation management; situational management; goal management; indicator analysis; indicative planning.
The relevance of the topic. The article is devoted to the study of the problem of the formation of the identity of the economic system under the influence of external influences and taking into account internal disturbances. The «genetic» code of the ecosystem, according to the authors, programs its behavior and determines the prospects for development. In order to effectively manage the development of the ecosystem, it is necessary to try to determine the historical prerequisites for its formation, identify trends and establish patterns of realization of its potential. In the sciences related to economics, the problem of historical justice is raised, i.e. an event (phenomenon, the life of a historical character) that should have happened a long time ago and finally happened. Going beyond this simplified view, the authors have introduced a definition — «the economy of historical justice». Goal. The study of the economics of historical justice by analyzing the process of realization by the system of its potential, limited by the possibilities for self-adjustment and self-organization, the content of which is determined by the dominant «genes», which are social roles, productions and activities that traditionally determine the specialization of the ecosystem. Methodology. Methods of logical and comparative analysis of ecosystem management practices at various levels, the method of analogies, methods of analysis and synthesis, empirical generalization, monographic method. Results and conclusions. Using logical research methods and a dialectical approach, as well as relying on theoretical concepts that form the paradigm of modern economics, sociology and philosophy, the authors attempted a scientific search for historical justice in the relations of economic agents seeking to ensure their development. Based on the logic of rational constructive creative behavior of ecosystem elements, it is established that all of them will strive to implement their «genetic» program. Executive bodies of state power, corporate managers and heads of organizations in various sectors of the economy can and should use this information when developing strategic plans in accordance with the principle of indicative. Scope of application. Management of economic systems of any level of complexity, the structural elements of which interact to ensure their development.

To achieve strategic goals and increase the international competitiveness of domestic organizations, the state uses various tools to enhance and support innovative activities. The most effective of it are tax instruments, which allow innovation entities to optimize tax liabilities by the amount and maturity dates. The fragmented conceptual apparatus of innovations used in tax legislation and the lack of a universal approach to the development of tax instruments do not ensure their hierarchical unity. The study systematized tax instruments aimed at stimulating innovative activity in the coordinates “taxation’s elements participants in the innovation process”. The conclusion is made about the uneven and unequal distribution of tax instruments, the need to ensure tax peace guarantees and the development of a special taxation regime for innovation entities that provide transparent conditions and parity preferences for participants in the innovation process.

One of the aspects of economic management in the region is the transformation of its structure. Considering the regional economy as a system, the researchers offer a variety of options for its structuring. The most common approaches are those aimed at studying the sectoral and technological structure of the regional economy. Less common approach to the representation of the structure of the economy of the region as a set of groups of subjects interested in its development. However, the study of the behavioral type of structure, in our opinion, is of particular interest, as it allows us to find answers to questions about how to improve the stability and balance of the regional socio-economic system through the formation and development of effective partnerships between its elements. Of particular relevance is the transformation of the structure of the regional economy in the context of ensuring the development of dominant activities, the idea of which hasbeen significantly transformed. Thus, in modern conditions, the propulsive sector goes beyond the industry and is perceived as a set of players demonstrating responsible interested behavior. This article attempts to justify the special role and importance of education, research and development for the development of the regional economy, to consider this subsystem from the perspective of behavioral approach, to identify problems and to identify prospects for its sustainable operation.

The article presents the ideological aspects of the methodology of state regulation of the system development of the agricultural sector of the economy of the region, in which the main provisions revealing the features of the formation and regulation of the food market. As the basis of the study were the ideas of the system paradigm, formulated by G. Kleiner and developed in many other works. In addition, the ideas of economic revolutions, the problem of poverty and other circumstances that affect the means and methods of state regulation of the agricultural sector of the region's economy, which is a subsystem of the regional socio-economic system, were considered as staging provisions. Raising the problem of state regulation, it was decided to consider it (state regulation of the food sector of the region's economy) in statics, as an object, that is. the system of influence, despite the fact that the food market itself is the subject of research, i.e. the system in the development process. In the process of the study it was possible to identify the factors affecting the functioning of the food market; to determine the parameters of its effectiveness, as well as to present the typology of markets depending on the dominant type of food products. Thus, it was found that in the economic space of the region, as a rule, local food markets of various types are formed, however, there are territories, natural and climatic features of which determine the narrow production specialization (mono-raw regions) and cause the formation of only markets for food products of a high degree of processing due to the products imported into the region.

Studies of the regional economy have a long history. Each stage of research is marked by the appearance of bright works, revealing certain aspects of management, offering effective methods and techniques of management impact aimed at achieving the main goal - to improve the level and quality of life of the population of the region. Of course, in the studies of the regional economy there is continuity and consistency, but for each historical period, for the representatives and founders of different schools and areas characterized by its individual research «Foundation», which is based on reasoning. The authors of this article made an attempt to find the most significant provisions determining certain milestones in the development of ideas about the management of regional economy. The task of the authors was to discover the dominant ap- proaches to the management of regional economic systems and to present some of their theoretical developments made by domestic and foreign authors. The following methods are used to solve this problem: monographic, historical, cognitive analysis, causal modeling, empirical generalization method. The research showed that the main dominant approaches to the management of regional economic systems can be considered: justice, equality, proportionality, competition, stability, bal- ance, integration, clustering, networking, cooperation, structure, and involvement. The sequence of consideration of these categories corresponds to the chronology of their dominance in the research of scientists-regionalists.
