The relevance of the topic. In recent years, a noticeable trend has been the expansion of the composition of strategic management tools for the development of the regional economy. The emergence of organizational innovations in the system of state management of the economy is carried out in two directions. The first is implemented by the Federal Center, which adopts laws and regulations, in accordance with which instruments that are invariant for all regions are put into practice. The second is implemented by regional public authorities, which initiatively develop new tools and «launch» them into management practice. However, management tools introduced on an initiative basis are usually localized and are not widely used in the economic space of the Russian Federation. Goal. Identification of public administration tools, the development and testing of which was carried out on an initiative basis by the state authorities of the regions, assessment of their potential and recommendations for their scaling. Methodology. Methods of scientific abstraction, analysis and synthesis to substantiate the need and directions of action to update the mechanism of regional economic management. Results and conclusions. The choice of strategic management tools for the development of the region's economy is made, their potential is characterized and the need for their wide dissemination in regional practice is justified. The scope of application. The practice of updating the mechanism for managing the development of the regional economy.

In modern conditions, characterized by an expanded range of key tasks for the development of the regional economy, their increased complexity, and increasing external challenges and threats, it is necessary to increase the effectiveness of public administration. The objective basis of such a process is the modernization of public administration. The disclosure of its invariant content becomes an actual scientific problem. Goal. Definition and substantive characteristics of the directions of modernization of the state management of the economy of the regions. Methodology. Methods of scientific abstraction, analysis and synthesis for the definition and meaningful characteristics of the directions of modernization of public administration of the economy of the regions. Results and conclusions. The directions of updating the state management of the regions' economies are determined, and their invariant (common to different regions) content is revealed. Relevance of the topic. Improving the efficiency of government agencies involved in the development and implementation of regional cluster policies can be achieved through the use of benchmarking, which focuses on finding and scaling best practices for clustering the socio-economic space of regions. However, the current information base required for a comparative analysis of the main results of cluster policies includes a limited number of sources and data. Therefore, it is necessary to develop measures to improve this information base. Objective. To substantiate the need for and measures to improve the information support for a comparative analysis of the results of implementing regional cluster policies. Methodology. Methods of scientific abstraction, analysis, and synthesis to substantiate the provisions that reveal the necessity and content of measures to improve the information support for a comparative analysis of the results of the implementation of regional cluster policy. Results and conclusions. The inconsistency of the existing information base used in the analysis of the results of the implementation of cluster policy with the composition of its main results has been established. In connection with the beginning in 2024 of a new cycle of strategic planning, the current strategies for the socio-economic development of the constituent entities of the Russian Federation are subject to adjustment. In this regard, it becomes necessary to determine the invariant composition of tasks that must be solved by participants in the process of its implementation. Goal. Relevance. A system of criteria for assessing the quality of a regional strategy is proposed, the elements of which are: the completeness of its structural composition, the consistency of the basic components and their consistency. The use of this system will provide an adequate assessment of the quality of existing regional strategies. Scope of application. The results obtained are in demand in the development of necessary and reasonable measures to improve the practice of developing regional strategies.

The training of personnel by universities to solve the tasks of strategic territorial planning is conditioned by the need to professionalize their activities in the context of acquiring competencies in the field of strategic planning. The article presents the results of a comparative analysis of the policy of new industrialization stated in the updated strategies of socio economic development of the subjects of the Russian Federation. The General and special in the composition of its directions and key tasks, expected effects are revealed. The strengths and weaknesses of the practice of its development are identified.

The article substantiates the need to improve the activities of the efficiency Center of the Voronezh region government. It is proposed to carry out a «reset» of this center, assigning to it the functions of coordination and methodological guidance of the Executive bodies of state power, focused on improving the efficiency of state management of the economy of the region.

Article purpose. Justification of structure and maintenance of strategic objectives of the Voronezh region, definition of indicators of their achievement. Discussion. International and domestic experience of strategic planning testifies to need of statement of system of the purposes having certain quantitative characteristics. The formulation is more whole and the tasks following from them not having certain indicators of their achievement has no prospect - it is impossible to define extent of their achievement in practice. Authors have proved and approved teoretiko-methodical approach to formation of system of the interconnected indicators reflecting achievement of the set strategic objectives of social and economic development of the region on the example of the Voronezh region.Results. In article justification and the substantial characteristic of strategic objectives of social and economic development of the Voronezh region for the period till 2035 are offered, the structure of indicators of their achievement is defined.

The Federal law of the Russian Federation from June 28, 2014 № 172-FZ «On strategic planning in the Russian Federation» introduced into Russia a system of strategic plan- ning, finding that it operates at the Federal level, the level of subjects of the Russian Federation, municipal entities. One of the basic tools is the strategy for socio-economic development of the Russian Federation. The format and requirements for the development indicate that the practice of public administration is updated with the emergence of regional strategies of the second generation coming to replace the now ongoing strategies, the development of which was started in the second half of the 90-ies of XX century and continued in the middle of the first decade of the XXI century. The article assesses the practice of elaboration of regional strategies of the second generation.

In article the characteristic of approach to development of strategy of social and economic development of the Voronezh region until 2035 is given, her basic components - a region mission, his relative competitive advantages, strategic priorities and the purposes of development in a long-term outlook are opened.

The article offers an author’s core description of Strategy of Voronezh Region development until the year 2035. According to Federal Law of Russian Federation №172-FZ «About strategic planning in Russian Federation», dated 28.07.2014, the core means regional socio-economical policy. The author explains its basic components, among which are the strategic goals and regional authorities’ significant activities directions to achieve them.

The article determines the directions of changes in the current mechanism of socioeconomical development Voronezh regional administration. The author describes the informative characteristics of management forms and instruments which are necessary for Voronezh region socio-economical development strategy achievement until the year 2035.

The article substantiates the necessity to use forms of spatial organization of business in reducing the level of socio-economic asymmetry in a subject of the Russian Federation. The potential of clusters and special economic zones in the implementation of this strategic goal is disclosed, examples of effective practices are given.

В статье определены задачи мониторинга результатов государственного регулирования асимметрии в социально-экономическом пространстве региона. Содержательно раскрыты принципы его эффективной организации. Дана постановка целей государственного регулирования названной асимметрии. Предложена система индикаторов, использование которой в управленческой деятельности органов государственной власти субъектов РФ позволит адекватно оценить сложившийся уровень названной асимметрии и установить тренды его изменения.

In article problems of increase of efficiency of the municipal property, as economic basis of local government are considered. The municipal property as the economic basis of local government, is considered from the point of view of «a new system paradigm». It is shown that low efficiency of its use is connected with system contradictions, with weak compatibility of three types of systems: objective, objective-design, design-design.
