The relevance of the topic. The need to improve the existing mechanisms for supporting public initiatives in the Voronezh City District as a real and effective opportunity for the population to influence the activities of the authorities. Analysis of the regional practice of functioning and application of mechanisms to support public initiatives and justification of measures to improve them. Methodology. Methods of logical and comparative analysis of various forms of support for public initiatives within the Voronezh city district. Results and conclusions. Based on the analysis and assessment of the current situation in the field of support for public initiatives, using the example of the Voronezh city district, problematic areas have been identified that hinder further improvement of mechanisms for supporting public initiatives at the municipal level, proposals have been formulated and argued to reduce the level of ignorance of citizens about the existence of a form of manifestation of civil initiatives and the possibilities of their use by creating a single CBT coordination center which will carry out organizational, informational and educational tasks. Based on the trends in the development of information technology, an important proposal will be to refine the existing platform «Active Electronic Citizen», operating at the level of the Voronezh city district, in terms of ease of use, by refining the section of the site responsible for feedback from government representatives. The relevance of the topic. Currently, improving the efficiency of municipal management is an important condition for achieving high economic indicators in the country and ensuring a decent standard of living for citizens. Efficiency assessment acts as an integral process of municipal management, with the help of which the general vector of the direction of activity of local governments is adjusted, the main trajectories of development of municipalities are determined and ways of its improvement are developed. Goal. The analysis of the system for evaluating the effectiveness of the activities of local governments of the Voronezh city district and the development of proposals for improving this system. Methodology. Methods of theoretical and logical data analysis, the method of empirical generalization, the method of analyzing the regulatory framework on the research topic, the method of a systematic approach. Results and conclusions. As part of the analysis of the system for evaluating the effectiveness of local self-government bodies of the Voronezh city district, the following problems were identified: the inconsistency of the methodology for evaluating the effectiveness of local self-government bodies with the tasks set and the stated capabilities of the assessment methodology; the absence of some performance indicators of local self-government bodies that specify the description of the current situation. When improving the system for evaluating the effectiveness of local self-government bodies of the Voronezh City district, it is recommended to: develop methodological recommendations for the development of regulations on evaluating the effectiveness of sectoral and functional municipal divisions of urban districts and municipal districts; expand the list of indicators for evaluating the effectiveness of local self-government bodies of municipalities of the Voronezh Region with some additional indicators and develop an appropriate calculation methodology for them. Scope of application. The results of the study can be applied in the process of improving the system for evaluating the effectiveness of local government in the administration of the Voronezh city district.

Trends in the globalization of the economy, as well as the current epidemiological crisis, have caused a stir in the discussion of the topic of remote work. The article discusses the key problems of adaptation of employees who have chosen freelance or remote form of activity in the organization; a multi - level model of adaptation of a remote worker is presented, including levels: individual and two institutional: the level of educational organizations and the level of the employing organization. Recommendations for the management of distributed teams are formulated, aimed at maintaining and optimizing the adaptation processes of remote workers.

The organization of labor activity in the form of free employment is widespread in foreign practice and gradually covers the Russian labor market. The preference for this form of labor relations in comparison with the traditional one entails significant risks for the employee (difficult income forecasting, income irregularity, lack of social benefits and benefits of corporate culture, etc.), which determines the need to study the employee’s adaptation to free employment conditions and the development of adaptation mechanisms taking into account new organizational, economic and psychological factors characteristic of remote working conditions. The article discusses the problems that are relevant when adapting workers to free employment conditions, characteristic of foreign practice. The analysis of the experience of their resolution will partially allow avoiding conflicts of interests in the process of large scale spread of the gig economy model in our country.

The process of professional adaptation of cadets and young specialists in units subordinated to the Ministry of Emergencies has specifics, due to the nature of the rescuers and the professional culture of the Ministry of Emergencies. The article discusses the main directions of the professional adaptation management program for cadets and young professionals. This program was developed and tested at the Voronezh Institute of the State Fire Service of the Russian Emergencies Ministry (currently a branch of the Ivanovo Fire and Rescue Academy). The use of assessment center is proposed as an effective method for determining professional readiness and the level of development of professionally significant personal characteristics. The circle of organizational measures and recommendations on the support and monitoring of the results of professional adaptation of cadets and young specialists of the Ministry of Emergencies of Russia.

The Gig economy model assumes flexible employment of personnel of organizations, outsourcing projects, popularizing freelance and using digital platforms, as a result of which it is necessary to correct traditional ones and develop new approaches to organizing labor. The article discusses the main trends of the global market for remote labor, outlines the range of problems in the organization of remote activity, and also analyzes the remuneration of remote workers.

Current trends in the development of the world economy suggest the expansion of the range of opportunities for using remote labor, and, accordingly, a tremendous increase in the number of teleworkers. Gig-economy, based on the concept of free employment and the introduction of digital platforms, forces to rethink the traditional and look for new approaches to the organization of work in the conditions of distance activities. The article discusses conceptual issues of remote work preferences, as well as common forms of remote activity organization.

The features of business modeling processes in the municipal government are presented.Analyzed the activities of the administration of the city district of Voronezh. The article presents an analysis of the maintenance of existing standards and the healthcare system in the city of Moscow. Information sources, covering the events held by the city health agency of Moscow, have been investigated. Key factors influencing the satisfaction of citizens with the work of the Department of Health are identified. Based on the results of the study, recommendations were developed to improve the information support of the capital’s health system.
