Article is devoted research of the basic maintenance and distinctive features clusters. Positioning clusters as the most perspective form of strategic partnership, the author considers possible strategic alternatives of behavior clusters formations in branch and region and proves sequence of actions on realization of coordination of clusters participants.

The article considers the presentation and characteristics of the process of modernization of Russian industrial enterprises on the basis of innovative development. As centres of innovation consider the large integrated structures (companies, their complexes). It envisages the creation of such a structure by the association of voronezh enterprises of the rocket-space industry.

The article presents new data on the organogenic phosphate, uranium-rare-metal mineralization in the Upper Devonian sediments in the top of the Mikhailovsky iron ore deposit of the EMA, compared with the known Upper Oligocene uranium-rare-metal deposits of Mangyshlak of the same type. Peculiarities of the structure and distribution of rare and noble metals in organogenic phosphate ore formations of different ages are studied. Analysis of metal-bearing fossils of the Upper Oligocene and Upper Devonian bony remains of fish fauna showed that between them there is great similarity in composition and content of the main ore components, as well as in the conditions of formation of stratified clusters of bone detritus of fish. The area of Voronezh Anteclise, where uranium-rare metal mineralization of organogenic phosphate type was established, is regarded as promising for the identification of the deposits with commercial value.
