At present the humanity is forced to look for new development models due to the shortage of natural resources, the global and economic problems. The article is devoted to the sus- tainable development, the role and place of metallurgical industry in this process. The experience of international organizations in developing the sustainable development mechanism is analyzed in the paper and recommendations on the use of a new sustainable model - circular economy or “closed loop economy” are given.K e y wo r d s : sustainable development, regional development, industrial enterprises, circulareconomy, area of presence.

The article reveals the content of the basic components of the strategy for the development of partnership between the state and business in the Voronezh region. The results of the strategic analysis of the named partnership are given, strategic goals and objectives for its longterm development, expected results, and the implementation mechanism are defined.

The article expounds the results of a comparative analysis of the directions, tasks and mechanisms of spatial development of the Russian Federation’s sub-projects presented in the regional strategies developed in accordance with the requirements of the Federal law of the Russian Federation of June 28, 2014 № 172 «On strategic planning in the Russian Federation».

The article discusses current problems of improving the personnel management system in state and municipal service and reveals the need for changes in the activities of personnel services for personnel management of state and municipal authorities, based on modern scientific achievements and the use of best practices, the introduction of progressive forms of personnel management and application new staffing technology.

In article legal basics and features of functioning of system of public-private partnership in the sphere of preschool education at the regional level are considered. The main causes of crisis of educational policy and development of educational business in the Russian Federation are analyzed. The existing problems are described and possible ways of their decision in the context of application of the Federal law from 7/13/2015 № 224-FZ «About public-private partnership, municipal and private partnership in the Russian Federation and introduction of amendments to separate acts of the Russian Federation» are presented.

Purpose. Analysis of comprehensive measures to raise awareness and motivate the population of municipalities in the Voronezh region with a high level of HIV infection to pass HIV testing in 2017-2018 to increase their effectiveness.Discussion. A retrospective epidemiological analysis of the registers of the first detected cases of HIV infection among the residents of the Voronezh region in 2015-2018 (n = 2606) and the data of the epidemiological investigation maps was carried out. The territories at risk of HIV infection and key for each territory of the population group were identified, based on the age and sex structure and the predominant ways of HIV infection. The data of the reports of the service providers of activities aimed at HIV prevention in the key population groups of the Voronezh region were used. The events were held with the participation of socially oriented non-profit organizations (NGOS). Excel tables (incidence, specific weight, growth) were used to calculate statistical indicators.Summary. The analysis showed that the change in the structure of preventive work, the direction of targeted funding to the most vulnerable groups of the population will increase the effectiveness of identifying sources of infection. This approach to the implementation of the planned measures will stabilize and reduce the disease in the region and fulfill the indicators of the State strategy of HIV infection in the Russian Federation for the period up to 2020 and beyond.

In the article the characteristics of the key factors conducive to improving the investment attractiveness of the higher school of the region, identified key results of the process, the diagnosis recorded restrictions interfering with it. The choice of factors and limitations is carried out using expert estimates obtained by the authors of the article in the survey of researchers specializing in the regional economy.

Creation of a methodological basis for the analysis of balance of labor markets and the higher education is necessary for formation of administrative impacts on direct and indirect interrelations of subjects of both markets. It is necessary for increase in level of social and economic development of the region. The algorithm of process of harmonization of labor market and market of the higher education of the region on the basis of technology of flexible planning is presented in article. The coefficient of interaction of labor market and market of the higher education of the region on the separate integrated groups of specialties and the directions of preparation is approved. It characterizes balance of labor markets and the higher education. The package of measures on reduction of a gap between training of qualified personnel in the region and requirements of regional labor market is developed as a result.

In modern conditions of development of the national economy, which have a high degree of risk and uncertainty, an important issue was and remains the social stability and quality of life of the population. The food market is the most important factor in achieving the latter. In turn, the dynamics and trends of its functioning are closely correlated with the indicators of the development of individual sub-sectors of agriculture, including meat subcomplex. The foreseen studies have proved that some subjects of meat production, to a greater extent of the livestock sector, are in dire need of modernization. In this context, the work was carried out to monitor the state of the raw material base of meat processing industry (given the key players in the market; given a list of major investment projects in the livestock sector); highlighted the main problems impeding the sustainable development of domestic animal husbandry; to successfully solve the tasks associated with the implementation of the program of import substitution and modernization of the livestock sector, a list of organizational and management decisions with a high degree of validity, relevance and prospects was recommended.

Economic development of any country of the world in no small measure depends on development of small business which is an important component of a modern market system of managing and without which in general the economy and society cannot normally exist and develop. T he modern tax system of the Russian Federation is characterized by existence of the specialtax modes which are designed to create optimum economic and financial conditions for the organizations concerning small business and also for individual entrepreneurs. Small business, when choosing a system of taxation, is faced by a difficult task - to choose that system of tax regime which will be most relevant to interests and opportunities of production activity.

The article defines that the problems of resource conservation are among the most urgent problems of the ecology and economy of Russia, and their solution is impossible without state participation. The problem of resource saving is a complex problem that includes various aspects: technical and technological, price, credit, foreign economic, innovation and investment, environmental, social, etc. Therefore, the directions of state regulation of resource saving should cover all these aspects in conjunction. During the study, methods of analysis, synthesis, classification were used. The current directions of state regulation of resource saving in Russia are defined, which can be divided into: administrative and legal regulation, economic incentives, a system of standards and a system of environmental monitoring and auditing. The tools and experience of using resource saving tools in the countries of the European Union are considered. They were systematized in the following areas: financial investments are required from the state; change or revision of regulatory documents is required; There is interest from the enterprises. The most promising resource-saving tools used in the EU countries for adaptation to the Russian Federation are identified.

The concept of «business modeling» and its components, the structure of the main blocks of the mechanism are considered. The features of business modeling processes in the municipal government are presented.Analyzed the activities of the administration of the city district of Voronezh. It is proposed to define a mechanism for using business modeling processes for designing an administration management system.

Purpose. Article purpose - to estimate the prospects of development of information and communication technologies on the basis of the analysis of their state in the region and macro environment and expert assessment of opportunities of development of digital economy. Discussion. Development of information and communication technologies is provided by the major strategic documents and, according to researchers, is capable to improve a condition of the social and economic sphere of the region considerably. Results. The analysis of development of information and communication technologies in the Voronezh region showed that the region is a part of leaders in this sphere of economic activity. At the same time in the regional center the shortage of IT specialists is noticeable. Experts consider that as a part of threats to development of digital economy in the Voronezh region the personnel component occupies one of the most significant places. First of all «brain drain» out of borders of the country and region can have negative impact. In the region spatial expansion of necessary infrastructure is capable to have the greatest positive impact on distribution of ICT (The Internet, modern means of communication). In article measures of the state stimulation of ICT in the region are proposed.

Currently, the initiation and conduct of bankruptcy procedures is one of the most common ways for a creditor to satisfy its claims against the debtor. In this connection, the role of the arbitration court, exercising control over the bankruptcy procedure, is crucial for the preservation and replenishment of the bankruptcy estate in order to maximize the repayment of debts to creditors. The bankruptcy procedure is controlled by the court, which contributes to the balance of interests of each participant in the bankruptcy case of the debtor.

The issues of formation and implementation of a unified state policy in the field of road safety in the Russian Federation are considered. The analysis of the authority «on the vertical of power» between various authorities and other obliged subjects in accordance with Federal Law of 12.10.1995 No. 196-FL «The Road Safety» is carried out. The article noted that the performance of public functions «ensuring road safety» priority is provided primarily by the federal bodies of executive power. The main directions of ensuring road safety on the roads of regional and intermunicipal importance in the implementation of road activities in relation to the executive authorities of the Russian Federation are identified and considered. The necessity of transferring part of the powers under consideration from the regions to the federal executive authorities through the conclusion of relevant agreements - administrative treaties is proved. It is concluded that the compulsory participation of local governments in the development and implementation of measures to ensure traffic safety is needed.

In article legal and organizational aspects of implementation of function on protection of public order at the regional and municipal levels are considered, the analysis of the federal legislation on protection of public order in the municipal units of Russia is carried out and also an assessment of prospects of creation of municipal militia is given.

The main categories of national projects of Russia 2019-2024 are considered; the economic structure of national projects in the context of sources of their financing and volume of the spent means is analyzed; an assessment of effects and effects from implementation of a system of strategic planning on development of economy of the Russian Federation and its subjects is given; the expediency of structure of one of national projects is analyzed; risk assessment of the organization of a system of financing of projects on strategic development is carried out in the form in which it is presented in passports of national projects; hypothetical problems in structure of national projects are revealed; the sentences on elimination of problem methodological aspects in structure of passports of national projects resulting in inaccuracy of information in the applied databases are given.

The article discusses the positive experience and prospects for the implementation of project activities in the executive bodies of state power of the constituent entities of the Russian Federation using the example of the Project Committee of the Khanty-Mansiysk Autonomous Okrug - Yugra, one of the leaders in implementing project management in the Russian Federation.

Currently, there is an increased interest in the socio-economic development of the country, its relationship with the oligarchic system, the interaction of oligarchs with the government and the people. It is no exaggeration to say that today the oligarchy is a serious brake on further market reforms in our country. Clan ties and the interests of the oligarchy encourage it in a variety of ways and methods to resist the adoption of antitrust legislation, the introduction of the principles of financial transparency, social responsibility of business, tighter state control over the use of budgetary funds, etc. the Oligarchy largely determines the future of socio-economic develop- ment of Russia. If the oligarchic structures maintain their positions in the domestic economy, it is unlikely that the implementation of the strategic objectives set out in the government program of socio-economic development will be a reality. The article presents the main factors that assess the dependence of the economy on the oligarchs.
