Relevance of the topic. Throughout the 20th century and early 21st century, developed countries have widely used macroeconomic instruments to strengthen their global dominance and influence the balance of power in the international arena. Among these instruments, government spending has proven to be a crucial tool for stimulating economic growth, ensuring sovereign economic development, and exerting significant pressure on competing economies. In the context of current geopolitical tensions, the Keynesian approach has gained increasing popularity in the economic strategies of leading countries around the world. China, the United States of America, the European Union, and Russia are pursuing large-scale macroeconomic stimulus policies based on Keynesian theory, with government spending as the central element. The Goal is to justify the role of government spending as a crucial factor in the dynamic socioeconomic development of the national economy in today's conditions. Methodology. The study is based on a systematic approach to the study of multi-level socio-economic systems. In the process of developing the research problematics, the authors implemented the general scientific (dialectical) method of cognition, used historical, comparative, and institutional analysis, methods of scientific abstraction, induction, and deduction, as well as tabular and graphical forms of interpretation of the processes and phenomena under consideration. To identify the strategic directions for the development of national economies, a content analysis of the speeches of the Chinese and Russian leadership was conducted. Results and conclusions. The practice of using public spending by the world's leading powers has been studied. It has been illustrated that the United States is at the forefront of using the Keynesian multiplier as a geoeconomic tool. Since the 2008 crisis, during the COVID-19 pandemic, the U.S. government has implemented extensive stimulus programs for the national economy, amounting to nearly $1,900 billion. Public spending is also actively used as a macroeconomic policy tool by the Chinese government, which seeks to secure technological leadership and shift the global economic balance in its favor. In the current conditions of increasing inter-country competition, the Keynesian multiplier of government spending plays a crucial role in determining the balance of power on a global scale. This necessitates an increase in government spending in the Russian Federation, which should be aimed at stimulating the national economy and its technological development. Scope of application: Macroeconomic policy and state regulation of the economy.

The study of spatial dynamics remains a central focus of economic science due to deepening regional disparities and the transformation of the global economy under the influence of globalization and digitalization. Classical theories explaining the location of economic activity demonstrate their limitations in the new context, necessitating their synthesis with modern approaches of New Economic Geography and the consideration of the role of human capital, innovation, and institutional factors. Understanding the modern paradigm of spatial dynamics is an essential foundation for developing effective state regional policy aimed at ensuring sustainable and balanced territorial development. Purpose of the study is to conduct a comprehensive analysis of the evolution of scientific views on spatial dynamics: from classical theories to the modern integrated concept, to systematize key research directions, and to identify the determining factors of spatial development in modern economic conditions. Methodology. The research is based on systemic and historical-economic approaches. The work employs methods of theoretical analysis and synthesis, the comparative method for contrasting classical and modern concepts, as well as the classification method for structuring key scientific trends within the modern paradigm of spatial dynamics. Results and conclusions. The study systematizes the evolution of theoretical views on spatial dynamics, identifying the limitations of classical models (Ricardo, Heckscher-Ohlin), such as the disregard for transport costs and spatial heterogeneity. The contribution of New Economic Geography (P. Krugman, M. Fujita, A. Venables) to understanding the role of agglomeration effects and increasing returns is defined. A holistic picture of the modern paradigm is formed, integrating economic-geographical, post-Fordist, institutional approaches, and the creative class concept. It is established that the key determinants of spatial development in modern conditions are innovative potential, the quality of human capital, the level of social capital development, and the degree of regional integration into global networks. Application area. The research results can be used by state and regional authorities in developing and adjusting spatial development strategies and regional policies.

Relevance. The problem of ensuring economic resilience of single-industry municipalities (monotowns) remains acute for many Russian regions, including the Republic of Dagestan. While being significant industrial centers, monotowns simultaneously concentrate key socio-economic risks: high dependence on a single industry, structural unemployment, and low budgetary capacity. A comprehensive assessment of their condition and integration into the regional economy is necessary for developing effective public policy measures aimed at mitigating structural imbalances and stimulating diversification. Purpose. To assess the economic resilience of monotowns in the Republic of Dagestan, identify their key problems and systemic risks within the context of the region's socio-economic development, and determine promising directions for enhancing their sustainability. Methodology. The research is based on the application of comparative, structural, and dynamic analysis methods. The information base includes official statistics (the «Dagestan in Figures — 2024» compendium), federal and regional registers of monotowns (VEB.RF), and reports from ministries of the Republic of Dagestan for the period 2019—2023. Results and Conclusions. The study establishes that the monotowns of Dagestan (Kaspiysk, Dagestanskiye Ogni, Izberbash, etc.), while generating about 18—20 % of the republic's GRP, act as local centers of socio-economic vulnerability. Systemic problems were identified: the unemployment rate is 3—4 times higher than the Russian average, the share of the population in poverty reaches 17—18 %, and budgetary capacity is 15—25 % lower than the republican average. Key resilience risks are associated with single-industry dependence and insufficient economic diversification. It is concluded that a transition from targeted support to a comprehensive strategy for transforming monotowns into multifunctional centers is necessary, involving the development of tourism-service, logistics, and creative clusters. Practical significance. The research results can be used by state and municipal authorities in developing and adjusting strategies and programs for the socio-economic development of single-industry territories.
